Perum Jamkrindo Partnership Program Involves 2,333 MSMEs

Perum Jamkrindo is actively supporting the partnership program, which is mandated by the Ministry of State-Owned Enterprises (BUMN). Throughout the program's operation, Perum Jamkrindo has provided partnership loans to 2,333 partners totaling IDR 82 billion.

Partnership loans are an innovative step to increase MSMEs' access to capital, providing solutions for MSMEs that require both mentorship and funding. To enhance the capacity of MSMEs participating in the partnership program, Perum Jamkrindo held training for coffee farmers in Garut Regency, West Java, on Thursday, July 4, 2019.

Separately, Perum Jamkrindo's President Director Randi Anto explained that, aside from being a mandate from the Ministry of BUMN, the partnership program serves as a platform for the company to have a tangible presence in the community. "In addition to running its business, a company must also provide direct benefits to society. Through the partnership program, we want to directly address the community's needs, particularly related to business mentoring and access to capital," said Randi.

Attending the training from Perum Jamkrindo were Business Division Head I Hafizah, Head of Risk Management and UMKM Rating Division and Management Consulting Ceriandri Widuri, Region IV Bandung Leader Dody Novarianto, and Branch Leader Bandung Andri Septianto.

In Garut, Perum Jamkrindo has mentored 21 recipients of partnership loans, with a loan realization of IDR 1.05 billion since December 2018. The businesses receiving partnership loans include leather crafts, clothing, and coffee processing.

Hafizah explained that after completing the partnership program, MSMEs would have the opportunity to access the government's KUR program, which offers affordable interest rates of 7 percent.

However, to access KUR, MSMEs must meet the criteria for KUR recipients, which are feasible but not yet bankable, and must have a good (smooth) partnership loan quality record.

Ceriandri further explained that Perum Jamkrindo has developed an MSME rating application called J-Score, and MSMEs can also register through the MSME Feasibility application. Through this app, Perum Jamkrindo will have a more comprehensive database of MSMEs, allowing for better measurement of credit guarantee risks.

Agus Wahidin, Chairman of the Garut Coffee Farmers Group, said that the partnership loan greatly assisted farmers in meeting their capital needs. Additionally, the farmers received mentoring, including training in collaboration with PT Permodalan Nasional Madani (Persero).

In line with the Ministry of BUMN's determination, Perum Jamkrindo is targeted to distribute partnership loans worth IDR 2.4 billion to 49 partners. As of May 2019, the realization of partnership loan distribution was IDR 865 million for 19 partners. In 2018, Perum Jamkrindo's partnership loan distribution amounted to IDR 5.4 billion for 153 partners.

After receiving partnership loans and mentoring, the partners are expected to scale up their businesses. They can then access capital through the KUR facility and later commercial credit.

Regarding business performance, in 2019, Perum Jamkrindo targets a guarantee volume of IDR 182.36 trillion, a 16.5 percent increase from the 2018 Company Work Plan and Budget (RKAP) target of IDR 156.6 trillion. As of May, the guarantee volume has reached IDR 90.38 trillion, growing by 22.5 percent, with a pre-tax profit (EBT) of IDR 302.52 billion, or 42.37% of the 2019 RKAP's pre-tax profit (loss) target of IDR 714 billion.

Meanwhile, assets as of May 2019 amounted to IDR 17.19 trillion, an increase of 5.81% compared to assets as of December 31, 2018. The equity achieved stood at IDR 11.55 trillion, a 2.34% increase compared to December 31, 2018.
