Perum Jamkrindo has accepted 30 internship students from the Vocational Program of Universitas Indonesia, Universitas Negeri Jakarta, and Universitas Islam Negeri Jakarta for a six-month internship program. This internship program is part of Perum Jamkrindo’s responsibility to support the development of human resources (HR), especially in supporting the growth of micro, small, and medium enterprises (UMKM) and cooperatives (Koperasi) in Indonesia.
This initiative follows a memorandum of understanding (MoU) and cooperation agreement as part of the Ministry of BUMN’s program in collaboration with several state universities in Jakarta. The opening ceremony for the internship program, welcoming 30 students from three different universities, was officially launched by the Director of Human Resources, General Affairs, and Compliance at Perum Jamkrindo, Sulis Usdoko, on Monday (August 13, 2018) at the Jamkrindo Building Auditorium, located on the 10th floor.
In his speech, Sulis Usdoko emphasized that Perum Jamkrindo, as a state-owned enterprise (SOE), is committed to developing HR, which supports the vocational internship program to increase students' competence in facing global competition. "By interning at a BUMN, we hope students will improve their skills and knowledge, so they can be excellent human resources in the future," he said.
With his experience as a banker, Sulis Usdoko understands the importance of improving the quality of HR in the credit guarantee industry, which Perum Jamkrindo manages, especially to support the development of UMKM. Therefore, as a form of support for preparing qualified HR through this vocational internship program, Perum Jamkrindo hopes that the students will gain practical knowledge about the real-world work environment.
According to Sulis Usdoko, students who complete their internship with a certificate from Perum Jamkrindo will gain several benefits, such as acquiring deeper knowledge of credit guarantee business. The hope is that when they apply for jobs in the financial services industry, their knowledge of credit guarantee businesses and the economy will be superior to those who have not completed certified internships. Sulis Usdoko sees this as a strategic opportunity for developing Perum Jamkrindo's HR, especially to support UMKM growth. Moving forward, Perum Jamkrindo's HR is expected to become a leader in the credit guarantee field.
“This means that we need to be at the forefront, whether in business, operations, infrastructure, or any aspect of the guarantee industry. Perum Jamkrindo sets the benchmark for all guarantee companies in Indonesia, and it serves as a model for regional guarantee companies,” he explained.
To achieve this, Sulis Usdoko believes that HR at Perum Jamkrindo, from the lowest to the highest levels, must be experts in the guarantee field. “To lead, you must be an expert. The core competencies must be fully mastered. There should not be anyone in Perum Jamkrindo who is not an expert if we want to be leaders. This is the first challenge,” said Sulis Usdoko, a graduate of the Master of Management program at Universitas Brawijaya.
Strategic Role of Perum Jamkrindo
Referring to Law No. 1 of 2016 on Guarantee and Government Regulation No. 35, Perum Jamkrindo’s role is to boost the national economy through the development of UMKM. With the issuance of Government Regulation No. 35/2018, replacing the previous PP No. 41/2008, Perum Jamkrindo’s tasks and roles have expanded. It is no longer limited to credit guarantees for UMKM but also covers guarantees for startup businesses, technology-based borrowing services, synergies between companies and other SOEs, and other guarantees as stipulated by regulations.
According to this regulation, Perum Jamkrindo’s role has become even more strategic, as the government can assign additional tasks to Perum Jamkrindo while considering the company’s goals and activities. Additionally, the optimization of company resources must follow good corporate governance principles.
In Indonesia, Sulis Usdoko added, many UMKMs are feasible but not bankable. It is difficult for them to access capital from banks. Therefore, UMKMs must be supported by guarantee companies to secure financing from both banking and non-banking financial institutions.
“Since Perum Jamkrindo is closely related to UMKM, HR in this company must truly understand UMKM business behaviors. It’s not enough to only be an expert in the guarantee business. Additionally, HR in Perum Jamkrindo must master operational management based on databases. People in Perum Jamkrindo must understand how to manage data,” stressed Sulis Usdoko.
He explained that, according to BPS data, there are more than 50 million UMKMs in Indonesia, but this is only an estimate. No government agency has a real database of UMKMs.
“Perum Jamkrindo should lead in managing UMKM data. This is an innovative competency in database management that HR at Perum Jamkrindo must have,” he said. Currently, there are only 5 million UMKMs registered in Perum Jamkrindo’s database. This data collection will continue so that Perum Jamkrindo can become the leader in UMKM database management in Indonesia.
