MEDAN (Berita) – The Medan Branch of Perusahaan Umum (Perum) Jaminan Kredit Indonesia (Jamkrindo) is set to guarantee a total of Rp 378.827 billion in People’s Business Credit (KUR) for North Sumatra (Sumut) and Nanggroe Aceh Darussalam (NAD) in 2011.
More than half of this amount is expected to be allocated for KUR guarantees in North Sumatra, according to Sudibyo Utama, Head of Jamkrindo Medan Branch, during a working meeting with Commission C of the North Sumatra Regional House of Representatives (DPRD), led by Chairman Eddy Rangkuti, at the DPRD Building on Monday (21/02) afternoon.
He stated that this year’s guarantee amount has increased by Rp 54.980 billion compared to 2010, when it stood at Rp 283.847 billion. In 2010, KUR guarantees in North Sumatra reached Rp 159.647 billion, while NAD received Rp 124.2 billion.
The increase in guaranteed funds is aimed at anticipating higher KUR demand, following business sector growth and the addition of 13 Regional Development Banks (BPDs) as KUR distributors.
Jamkrindo’s KUR guarantee realization in previous years:
- 2008: Rp 135.579 billion
- 2009: Rp 76.39 billion
- 2010: Rp 283.847 billion
Additionally, the number of KUR customers is targeted to reach 20,000 this year, up from 15,469 in the previous year. Claim payments are expected to increase to Rp 12 billion, compared to Rp 6.178 billion last year, while subrogation revenue is projected to rise to Rp 800 million from Rp 304.164 million.
Sudibyo emphasized that Jamkrindo remains committed to KUR guarantees, despite challenges in managing credit risk. The company guarantees:
- 80% of credit or financing for agriculture, fisheries, forestry, and small industries
- 70% for the trade sector
- 80% for KUR for Indonesian Migrant Workers (TKI)
The guaranteed loan tenure is up to 3 years for working capital financing and up to 5 years for investment credit or financing.
"We hope Bank Sumut will participate in KUR distribution in the coming years. Additionally, we expect KUR distributor banks to optimize the use of Jamkrindo’s guarantee services," Sudibyo stated.
Commission C Chairman, Eddy Rangkuti, emphasized that Jamkrindo’s role is aligned with Government Regulation (PP) No. 41 of 2009, which mandates its establishment to support micro, small, and medium enterprises (MSMEs), especially those participating in the KUR program.
Similarly, Commission member Muslim Simbolon, a Partai Amanat Nasional (PAN) politician, stressed the need to increase MSME participation in KUR annually. He also urged Jamkrindo to advise implementing banks on easing KUR access for MSMEs.
