Perum Jamkrindo has signed a Cooperation Agreement (PKS) with PT Semen Baturaja for cement distribution guarantee as part of its efforts to foster synergies between state-owned enterprises (BUMN). The signing took place at the Ministry of BUMN office on Thursday, June 14, 2017, between the President Director of PT Semen Baturaja, Rahmad Pribadi, and the Director of Business Guarantee at Perum Jamkrindo, Bakti Prasetyo.
Accompanying Bakti Prasetyo at the signing ceremony were Sophia Alizsa, the Director of Operations and Network at Perum Jamkrindo, and I. Rusdonobanu, the Director of Finance, Investment, and Risk Management at Perum Jamkrindo.
In addition to partnering with Perum Jamkrindo, PT Semen Baturaja also signed a Cooperation Agreement with BUMN banks regarding financing for distributors and suppliers, witnessed by the Deputy for Mining, Strategic Industry, and Media of the Ministry of BUMN, Fajar Hary Sampurno, and other BUMN officials.
Bakti Prasetyo explained that this collaboration between Perum Jamkrindo and PT Semen Baturaja is a strategic step to optimize business potential and enhance the synergy between the two BUMNs, ensuring smooth business operations for both parties based on mutually beneficial principles.
Bakti further explained that the cement distribution guarantee for PT Semen Baturaja is the third such guarantee provided. “With this Cooperation Agreement with PT Semen Baturaja, we hope that Perum Jamkrindo can expand its network of partners in the cement distribution business,” he added.
The production potential of PT Semen Baturaja in 2017 is estimated to be 2 million tons, valued at approximately IDR 2 trillion. The cement distribution guarantee will use a case-by-case submission scheme (CBC), where the eligibility of prospective distributors will be analyzed in relation to their financial capacity.
The President Director of PT Semen Baturaja, Rahmad Pribadi, stated that this cooperation with Perum Jamkrindo is essential to protect Semen Baturaja from incompetent distributors. This will ensure that the distribution of cement from this state-owned company proceeds smoothly.
The Deputy for Mining, Strategic Industry, and Media of the Ministry of BUMN, Fajar Hary Sampurno, expressed his joy at the signing of the cooperation agreement between several BUMNs. He also thanked Perum Jamkrindo for its role as the distributor guarantee for PT Semen Baturaja.
“At the moment, the main program of the Ministry of BUMN is BUMN synergy, along with downstreaming, equitable development, and financial independence,” he explained. He went on to describe the different levels of BUMN synergy.
The lowest level of synergy is transactional synergy, which he referred to as “fake synergy,” because it usually exists only on paper. After the agreement is signed, there is no follow-up action. “We don’t want fake synergy like this. Out of 1,000 MoUs signed by BUMNs, only 10 percent are actually implemented,” he remarked.
He explained that BUMN synergy must at least reach the second level, which is collaborative synergy, where two or more BUMNs collaborate in business. The third level is strategic alliances, and the highest level is consolidation, which the Ministry of BUMN is currently working on through the creation of BUMN holding companies.
