DOMPU - Perum Jamkrindo supports the "Akselerasi Keuangan Sinergi dan Inklusi – Pangan" (AKSI Pangan) program initiated by the Financial Services Authority (OJK) by providing guarantees for Kredit Usaha Rakyat (KUR) and Warehouse Receipt System (SRG) for farmers. This commitment was demonstrated through its participation in the AKSI Pangan program with the theme "The Role of the Financial Services Industry in Addressing the Issue of Growth in Financial Access," which was held in Dompu, Sumbawa Island, West Nusa Tenggara on Tuesday, May 23, 2017.
The agricultural and livestock sector program in AKSI Pangan was the second implementation after its initial roll-out in Payakumbuh, West Sumatra. This program is part of an initiative by OJK in collaboration with the Ministry of Agriculture, the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (BPN), the Ministry of Cooperatives and SMEs, as well as associations and the financial services industry, as part of the "Synergy Action for People's Economy" program launched by President Joko Widodo.
Through the AKSI Pangan program, Perum Jamkrindo plays a role as the only state-owned enterprise tasked with guaranteeing the Kredit Usaha Rakyat (KUR) as stipulated in Law No. 1/2016 on guarantees. This will drive the disbursement of loans to the agricultural sector and expand farmers' access to banking services.
Additionally, Perum Jamkrindo is entrusted with the role of implementing the Warehouse Receipt System (SRG) as per Government Regulation No. 1 of 2016. This involves protecting the rights of Warehouse Receipt Holders and/or the Receivers of Collateral in the event of warehouse management failure, incapacity, and/or bankruptcy.
Perum Jamkrindo's President Director, Diding S. Anwar, stated that the company has been appointed as the sole guarantee provider for SRG. "We are committed to empowering SMEs and maintaining the stability and integrity of the Warehouse Receipt System across Indonesia. Jamkrindo is ready to facilitate warehouse receipt system guarantees and credit guarantees backed by warehouse receipts," he said.
Furthermore, Diding S. Anwar explained that the provision of warehouse receipt guarantees is expected to help increase trust among farmers, farmer groups (poktan), farmer cooperation groups (gapoktan), and cooperatives in the warehouse receipt system, thus making it easier for them to access bank loans backed by warehouse receipts. This also aims to enhance the competitiveness of farmers and cooperatives, enabling them to grow into sustainable businesses on a larger scale.
"With the warehouse receipt system in place, it will accelerate the development of the agricultural sector and empower farmers, farmer groups, and cooperatives. Therefore, improving access to financing and expanding the reach of farmers, farmer groups, and cooperatives to financial institutions is crucial in alleviating the problem of predatory lending (ijtijon)," said Diding.
The commodities that can be stored in warehouses as part of the SRG implementation include rattan, rice, rubber, seaweed, coffee, cocoa, tin, pepper, copra, and salt.
Jamkrindo's credibility as a trusted partner in guarantees is recognized internationally. With the tagline "Your TRUSTed Guarantee Partner," Jamkrindo has succeeded in bringing Indonesia's micro, small, and medium-sized enterprises (MSMEs) products to the Latin American market. Efforts to strengthen business wings and implement SRG have begun with a comparative study mission to Bulgaria and India.
Previously, Perum Jamkrindo signed a Memorandum of Understanding (MoU) with PT Bhanda Ghara Reksa (Persero), PT POS, and PT Kliring Berjangka Indonesia (KBI) in a BUMN synergy effort to expand the SRG business wing. (Public Relations)
