JAKARTA: The government has asked the 13 Regional Development Banks (BPD) that are members of the Association of Regional Banks (Asbanda) to increase their disbursement targets for People’s Business Credit (KUR) through the linkage program.
Minister of Cooperatives and SMEs Sjarifuddin Hasan said this while witnessing the signing of a memorandum of understanding (MoU) concerning an addendum to the KUR program involving these 13 BPDs in Jakarta today.
According to him, the lower target for KUR disbursement by the 13 BPDs until December this year is around Rp2 trillion, while the upper target is approximately Rp2.2 trillion. "This value is too small, so it needs to be increased," he noted.
In general, the Minister also urged the 6 banks implementing KUR to boost their disbursements so that the government’s targets can be met. The banks that have participated since 2007 are Bank BRI, Bank Mandiri, Bank Syariah Mandiri, Bank BTN, Bank BNI, and Bukopin.
As of early September, the 13 BPDs have disbursed KUR amounting to Rp792 billion with a total of 11,154 debtors. These 13 BPDs joined as KUR disbursement agents in March 2010. In total, KUR disbursement from January to September has reached Rp7.7 trillion.
The number of debtors has reached 813,144, which is 58% of the lower target for KUR disbursement this year, set at Rp13.11 trillion, and only 42% of the upper target of Rp18 trillion.
The MoU signing was also witnessed by the Chairman of the KUR Policy Committee Implementation Team from the Coordinating Ministry for Economic Affairs, Erlangga Mantik, and was attended by two directors from the KUR guarantee insurance companies, namely PT Jaminan Kredit Indonesia (Jamkrindo) and PT Asuransi Kredit Indonesia (Askrindo).
The third addendum to the KUR program was made following the central government’s decision to increase the micro credit ceiling from Rp5 million to Rp20 million, aiming to refine regulations so that KUR funds can be more easily accessed by the productive real sector.
