KUR August 2010, Realization Exceeds 50 Percent.

JAKARTA (Suara Karya): The disbursement of People's Business Credit (KUR) funds up to August 2010 has reached more than 50 percent of the 2010 target of Rp13.1 trillion.

"Its position is clearly well above half of that target," said Coordinating Minister for Economic Affairs Hatta Rajasa in Jakarta on Wednesday (15/9).

According to him, the government has revised KUR regulations—particularly by increasing the credit ceiling for each customer from Rp5 million to Rp20 million.

Meanwhile, the banks distributing credit to small businesses are doing so in collaboration with their partner financial institutions.

Previously, at the end of August 2010, the government submitted additional state capital participation (PMN) for companies and guarantee bodies in the infrastructure and KUR sectors, and this has already been incorporated into this year’s APBNP.

Regarding the regulatory changes for KUR, the government is once again discussing them with the House of Representatives (DPR), while still maintaining the spirit to promptly implement the plans outlined in the 2010 APBNP.

In another statement, Finance Minister Agus Martowardojo mentioned that the government finds it necessary to further explain the changes and regulations concerning KUR, as many new faces have emerged in the legislature who need a deeper understanding of them.

"There have been changes in the budgeting process, so we need to explain again—many new officials (DPR members) have joined, so it is necessary to provide the background of this policy," he said.

Regarding other companies or agencies receiving additional PMN in 2010, Agus Martowardojo noted that the Indonesian Export Guarantee Agency (LPEI) will receive Rp2 trillion to enhance its export financing capacity in support of the national export program.

Furthermore, PT Penjamin Infrastruktur Indonesia (PII) is set to receive Rp1 trillion. The PMN is intended, among other objectives, to boost the credibility of guarantee services and the financial capacity of the company. PT Sarana Multi Infrastruktur (SMI) will also receive PMN of Rp1 trillion, aimed at improving the company’s ability to optimize fund raising.

Additionally, Askrindo and Jamkrindo will receive PMN of Rp1.8 trillion aimed at revitalizing the KUR program and enhancing these companies’ capacities to support the disbursement of KUR to MSME borrowers.

Lastly, the Toll Road Management Agency (BPJT) will receive PMN of Rp1.4 trillion, which is intended, among other purposes, to address delays in land acquisition or clearance.
