JAKARTA — The Sharia Guarantee Division of Perum Jaminan Kredit Indonesia (Jamkrindo) is currently targeting the potential business of financing guarantees for Sharia Microfinance Banks (BPRS). This is because these lower-middle-tier banks are considered to have significant potential for financing business.
At present, Perum Jamkrindo is exploring financing guarantee cooperation with three BPRS in the Greater Jakarta-Bogor-Depok-Tangerang-Bekasi (Jadebotabek) area and Bandung. "We are currently in the exploratory phase with three BPRS in Jabodetabek and Bandung," said Cheriyandri, Head of Operations and Marketing of the Sharia Guarantee Division of Perum Jamkrindo, to Republika on Tuesday (3/6). Perum Jamkrindo was previously known as Perum Sarana Penjaminan Usaha. Based on PP No. 41 of 2008 dated May 19, 2008, this company changed its name to Perum Jaminan Kredit Indonesia in accordance with PP No. 41 of 2008 dated May 19, 2008.
According to Cheriyandri, the exploration of financing guarantees with the three BPRS is a pilot project that will be implemented over the course of one year. After that, the company will expand the financing guarantee to various BPRS across Indonesia.
In carrying out the financing guarantee, Cheriyandri noted that the company will select BPRS that are in a healthy condition. This is intended to ensure that the financing guarantee can run smoothly. "We will choose healthy BPRS. Because, currently there are some BPRS with a high NPF (Non-Performing Financing ratio, red)," he said.
Cheriyandri stated that the development of financing guarantee business for BPRS by the company has been strengthened by cooperation with the Indonesian Islamic Bank Association (Asbisindo). This cooperation was formalized through the signing of a memorandum of understanding between the two parties on May 3 in Malang.
In this cooperation, Asbisindo will help encourage various member BPRS to access Perum’s financing guarantee services. "Currently, our guarantees are mostly accessed by Sharia commercial banks or the Sharia business units of conventional banks. Now, we also want our guarantee services to be accessed by BPRS," he said.
Cheriyandri mentioned that the maximum value per financing guarantee that Perum can provide is 10 percent of the guaranteed asset value or a maximum of Rp 30 billion. With such a value, various financing for small and medium enterprises owned by BPRS can be guaranteed by the company.
Regarding performance, as of the end of April, the outstanding value of Sharia financing guarantees was recorded at Rp 3.963 trillion. Meanwhile, the realization of the kafalah service fee up to that period was recorded at Rp 9.786 billion. Additionally, the volume realization of Sharia financing guarantees per April reached Rp 663 billion. The target for the volume of Sharia guarantees this year is Rp 1.2 trillion.
