Continue Cooperative Reform in 2016

Jakarta | Minister of Cooperatives and SMEs, AAGN Puspayoga, stated that the cooperative reform action program, which includes rehabilitation, reorientation, and development movements for cooperatives throughout Indonesia, will continue in 2016.

Minister Anak Agung Gede Ngurah (AAGN) Puspayoga in Jakarta, Friday, said that the Ministry of Cooperatives and SMEs’ Action Program in 2015, which focused on cooperative reform, would be continued in 2016.

"The cooperative reform program includes a rehabilitation movement through the renewal of cooperative organizations by updating data and freezing or dissolving cooperatives," he said.

The program includes updating cooperative data through the Online Database System (ODS), freezing/dissolving cooperatives, and regulating cooperatives by establishing a Deputy for Supervision.

Furthermore, he mentioned reorientation through a paradigm shift from a quantity-based approach to a quality-based approach.

"The programs carried out include building IT-based cooperatives, focusing on strengthening cooperative institutions, and encouraging cooperatives to increase their membership," he said.

The development stage will be gradual and measurable, aiming to create sovereign, independent, and cooperative-based cooperatives.

Actions taken include reviewing regulations that hinder cooperative growth, focusing on financing access, and emphasizing real-sector cooperatives that are export-oriented, labor-intensive, and engaged in the digital economy.

He stated that to support this action program, the Ministry of Cooperatives and SMEs’ programs and activities in 2016 will be more directed towards activities such as mentoring, training, promotion, Integrated Business Service Centers (PLUT), revitalizing traditional markets through cooperatives, and supporting entrepreneurship development.

In line with this, the Minister said, detailed implementation will involve cooperative and MSME data structuring in synergy with ministries, institutions, and stakeholders through ODS, by providing Cooperative Identification Numbers (NIK) for active cooperatives and conducting Annual Member Meetings (RAT).

"In addition, the program includes waiving the cost of cooperative deed establishment for micro-enterprises to provide legality and legal certainty, in collaboration with the Indonesian Notary Association (INI); and strengthening the role of Village Unit Cooperatives (KUD) as distributors of subsidized fertilizers in cooperation with the Ministry of Trade, the Ministry of Agriculture, and PT Pupuk Indonesia," he said.
