Government Collaborates with Guarantee to Issue Micro KUR

Jakarta | Good news comes from the government for Micro, Small, and Medium Enterprises and Cooperatives (UMKMK). A total of Rp30 trillion is ready to be disbursed through the Micro People's Business Credit (KUR Mikro) program. The policy will be implemented soon following the issuance of Presidential Decree No. 14/2015 concerning the policy committee for UMKM financing.

“The requirement is that the distribution of Micro KUR by these banks must already be online or connected with guarantee companies,” said Deputy for Business Restructuring and Development at the Ministry of Cooperatives and SMEs, Braman Setyo, in Jakarta on Wednesday (13/5).

He explained that the Micro KUR would later be concentrated in the agricultural, marine and fisheries, small industries, and other sectors. “The government sets the KUR interest rate at 21% per year. Additional collateral is required according to the bank's assessment and without binding agreements,” said Braman Setyo, who also serves as Chairman of the Supervisory Board of Perum Jamkrindo.

Chairman of the Indonesian Guarantee Companies Association (Asippindo), Diding S. Anwar, welcomed this government policy. He explained that the 19 members of Asippindo, including Perum Jamkrindo, have funds of more than Rp100 trillion for guarantees.

“Our network extends to 34 provinces with 19 member companies, and we (Perum Jamkrindo) as the only state-owned enterprise (BUMN) engaged in the guarantee sector, are ready to support the success of this noble program,” said Diding, who also serves as President Director of Perum Jamkrindo.

To implement this policy, the government has appointed three state-owned banks and Regional Development Banks (BPD). From the Rp30 trillion allocation, the banks trusted by the government to distribute KUR are BRI with Rp24 trillion, Bank Mandiri with Rp2.25 trillion, BNI with Rp1.5 trillion, and BPD with Rp2.25 trillion.

Specifically for BPD, there are 15 companies that will be invited to collaborate. This number has passed an evaluation by the Financial Services Authority (OJK) with the parameter of a non-performing loan (NPL) rate below 5% and must already have an IT or online network with guarantee companies.
