Asippindo Building the Guarantee Industry

Welcoming the year 2015, the Indonesian Guarantee Companies Association (Asippindo) is determined to accelerate the guarantee industry in the country. The still very large business potential is expected to be fully exploited soon. Thus, the micro, small, and medium enterprises (UMKM) that account for about 90 percent of the total businesses in Indonesia can all be served.

Various strategies for developing the guarantee industry were discussed in depth at the Asippindo National Work Meeting (Rakernas) held at the head office of Perum Jamkrindo in Kemayoran, Jakarta, on Wednesday (4/2).

The quarterly agenda was attended by all Asippindo members, which now number 18 companies. Asippindo, established on December 13, 2012, is a forum for guarantee industry players to meet the demands of national development so that a good relationship is established between guarantee industry players and the government.

One of the important agendas at the Asippindo Rakernas was the signing of a Memorandum of Understanding (MoU) on Joint Credit Guarantee (Co-Guarantee) among all Asippindo members. "This cooperation is a solution to the problem of the limited guarantee capacity possessed by most guarantee companies and at the same time makes the role of guarantee companies in Asippindo more effective," said Asippindo Chairman Diding S Anwar.

With this cooperation, Diding continued, the limited guarantee capacity can no longer hinder companies in providing guarantees. Because when one association member has reached the guarantee limit, it can be backed up by other members. Especially Perum Jamkrindo, which has the largest capital but with reliable experience in guaranteeing UMKM and Cooperative credit.

After all Asippindo members establish this co-guarantee cooperation, Diding is optimistic that the guarantee business can grow above 20 percent this year. So far, the average guarantee provided by the Asippindo member companies has grown 20 percent per year.

During its 45 years of existence, Diding said, until now only about 18 percent of the guarantee market potential in Indonesia has been exploited. He is convinced that the market potential in each province is not up to 20 percent that has been exploited by each Jamkrida. Moreover, most Jamkrida have only been established in recent years.

"Here we are not fighting over a finished cake. Rather, we are working together to exploit a market potential that is still very large and not yet fully exploited," said Diding, who also serves as President Director of Perum Jamkrindo.

This year, it is estimated that the guarantees provided by all companies in Asippindo will reach Rp 100 trillion. Jamkrindo, as the company with the largest capital, targets guarantee value reaching Rp 77 trillion, covering 4 million UMKM and absorbing 5.6 million workers.

Diding continued, the Asippindo Rakernas also discussed the improvement of the organizational management structure, the establishment and determination of the management of the Alternative Dispute Resolution Agency (LAPS), and the preparation for the ACSIC Conference in Denpasar, Bali, in November 2015. The ACSIC Conference is the annual conference of credit guarantee agencies in Asia, which, besides being attended by guarantee agencies from Asian countries, will also be attended by representatives from the United States, Europe, Australia, Africa, and Latin America.

Also discussed was the follow-up to the IUMK Card Program (Micro Small Business License) which is the result of cooperation between the Ministry of Home Affairs, the Ministry of Cooperatives and SMEs, the Ministry of Trade, Bank BRI, and Asippindo, and the preparation for the Certification of Credit Guarantee Experts.

Asippindo is also preparing an Academic Paper for the Draft Guarantee Law, as a preparation to be included in the 2015 National Legislative Program (Prolegnas). "Asippindo is submitting an Academic Paper request to the DPR as a party with the initiative right. It is expected that the DPR will discuss it this year to be enacted into law," said Diding. In fact, this Guarantee Draft Law has been submitted several times by the government to the DPR, but always failed. "We need this law as a stronger legal basis for the guarantee industry. Just like the banking and insurance industries which already have their laws," said Diding.
